HIGH SECURITY REGISTRATION PLATES

On the basis of the recommendations made by the Technical Standing Committee on Central Motor Vehicles Rules, the Central Government had amended rule 50 of the Central Motor Vehicles Rules, 1989, mandating introduction of new High Security Registration Plates, both in respect of new and in-use motor vehicles throughout the country. The relevant Gazette Notifications are G.S.R. 221 (E) dated 28-03-2001, S.O. 814(E) dated 22-08-2001 and S.O. 1041 (E) dated 16-10-2001.

2. Features of High Security Registration Plates:

• Chromium hologram.
• A retro-reflective film, bearing a verification inscription ’India’ at 45 degree inclination.
• Laser numbering, which is unique in nature containing alpha-numeric identification of both Testing Agencies and the manufacturers.
• The Registration numbers to be embossed on the plates.
• In case of rear registration plate, same to be fitted with a non-reusable snap lock to make it tamper proof.
• A Chromium based third registration plate in the form of sticker is to be attached to the wind shield, wherein the number of engine and chassis are indicated along with the name of registering authority. If tampered with, it self destructs.
• In front and rear registration plates, letter IND in blue color is hot stamped.
• Letters ’IND’ in blue colour on extreme left centre of the plates.

3. Testing Agencies authorized to give type approval to prospective vendors:

In terms of the rules, any prospective vendor/manufacturer of High Security Registration Plates, would need to obtain Type Approval from any of the following testing agencies.

• Automotive Research Association of India (ARAI, S No.102, Vetal Hill, Off Paud Road, Kothrud, Pune- 411038 (Contact Person: Shri Shrikant R. Marathe, Director. Tel.No.020-25437180/2/3/5, 25431819. Fax No.020-25434190).
• Vehicle Research & Development Establishment (VRDE), Vahan Nagar, Ahmed Nagar.- 414 006 (Contact Person: Dr. C.L. Dhamajani, Director. Tel.No.0241-2548400-07. Fax No.0241-2548410).
• Indian Institute of Petroleum (IIP), Dehradun-248 005, Uttaranchal.
• Central Farm Machinery Training & Testing Institute (CFMTTI), Tractor Nagar, Budni, Madhya Pradesh-466 445.

However, so far only Agencies at (i) to (iii) have undertaken testing & certification work.

4. Selection of vendors:

The States are to select the vendors from among those who have been given Type Approval certificate by the authorized testing agencies under Central Motor Vehicles Rules, 1989. As on date eighteen vendors have been given type approval certificate by the testing agencies authorized to give type approval certificates. List of qualified vendors is as under:-
