The Ministry of Road Transport & Highways, an apex organisation under the Central Government, is entrusted with the task of formulating and administering in consultation with other Central Ministries/Departments, State Governments/UT Administrations, organisations and individuals, policies for Road Transport, National Highways and Transport Research with a view to increase the mobility and efficiency of the road transport system in the country.
The Ministry of Road Transport & Highways is headed by the Hon’ble Minister (RT&H). He is assisted by one Hon’ble Ministers of State, Secretary (RT&H) and other senior officers namely Director General (Roads Development) & Special Secretary, Joint Secretaries and Adviser (Transport Research) and other officers of the level of Directors/Deputy Secretaries, Under Secretaries and other Secretariat/Technical Officers.
Secretary (RT&H) is also assisted by an Additional Secretary & Financial Adviser (AS&FA) in formulating and processing all policies and other proposals having financial implications.
The Ministry has five main wings: Transport Wing, Highways Wing, Toll & Coordination Wing, Land Acquisition Wing, Roads Wing – each entrusted with the Specific functions and responsibilities. There are also support wing viz Administration Wing, International Cooperation Wing, Parliament Wing, Finance Wing & Transport Research Wing. The Wings are normally headed by officers of the level of Joint Secretaries & equivalent. Director/ Deputy Secretaries and equivalent levels functions as Divisional heads. The Divisions are divided into Sections/Group of Sections.
In the Roads wing, apart from the DG (RD) & SS, there are three Additional Directors General (ADGs) and technical officers of the level of Chief Engineers, Superintending Engineers and other Engineering/Technical Staff. The work of Roads Wing has been divided into seventeen zones (including W&A), each headed by a Chief Engineer. There are project zones (presently 7) each headed by Chief Engineer generally for two or three States, which look after the work of development and maintenance of National Highways and other centrally sponsored road works. In addition, there are Zones covering works in NE Regions (SARDP-NE), Planning, Monitoring, Standard Research & Technology (Bridges & Bridge Design) Standard Research & Technology (Roads), Externally Aided Projects (including World Bank aided projects), Roads Projects in left Wing Extremism Affected Areas, National Highway Development Project (Phase IV), Mechanical, Works and Accounts matters each headed by a Chief Engineer. Section level units render secretarial assistance in the zones.
Finance Wing headed by AS&FA, office of the Principal Chief Controller of Accounts, Transport Research Wing, National Informatics Centre, Library, Record Room, Canteen Recreation Club, Conference Rooms are common to the Ministry of Road Transport and Ministry of Shipping.
A conventional section is supervised by a Section Officer who is assisted by two or three dealing hands mainly Assistants, and also UDC/LDCs. The normal channel of submission in a convention section is

Section Officer renders support in all Wings(except TRW). However, in the Roads Wing and other Technical Wings the Engineers, Technical Officers form part of the channel of submission and hierarchy. Wings like TRW are totally manned by Technical Officers from Economic & Statistical streams.

Road Transport is considered to be one of the most cost effective and preferred mode of transport, both for freight and passengers, keeping in view its level of penetration into populated areas. Thus, it is vital for economic development and social integration of the country. Road Transport has emerged as the dominant segment in India’s transportation sector with a share of 4.5% in India’s GDP in 2005-06. The Road Transport Sector accounts for about 87% of passenger traffic and 60% of freight traffic movement in the country. Easy availability, adaptability to individual needs and the cost savings are some of the factors which go in favour of road transport. Road transport also acts as a feeder service to railway, shipping and air traffic.
1.1Road Transport Wing of the Ministry is concerned with the formulation of broad policies relating to regulation of road transport in the country, besides making arrangements for movement of vehicular traffic with the neighbouring countries. Improving the road safety scenario in the country is one of the most important and challenging activities of the Road Transport Wing.
2.0This Ministry formulates policies for road safety so as to minimise road accidents. The important schemes formulated and managed by the Road Safety Division / Section include publicity programmes, National Highways Accident Relief Service Scheme (NHARSS), refresher training to heavy vehicle drivers in unorganized sector, providing road safety equipments to States/UTs etc. The Ministry formed five separate working groups on four E’s of Road Safety viz. (i) Education (ii) Enforcement (iii) Engineering (roads as well as vehicles) and (iv) Emergency care to deliberate in detail and submit their recommendations on short-term and long term measures for immediate implementation so as to curb road accidents in the country
Acts / Rules being administered in RT WingThe following Acts/Rules, which embody the policy relating to motor vehicles and State Road Transport Corporations (SRTCs), are being administered by the Road Transport Wing of the Ministry:-

Besides formulating policies for the road transport sector, the wing is also responsible for administering certain Central Sector Schemes to improve Road Safety Scenario in the country. Development of National Data base network, strengthening public transport system, setting up of inspection & Maintenance Centres, Model driving training schools etc.. These schemes relate to Human Resources Development involving training programmes for the State Transport Department personnel, refresher training to drivers of heavy commercial vehicles in the unorganised sector, publicity measures and awareness campaigns on road safety and pollution testing equipments to the States/Union Territories, National Highway Accident Relief Service Scheme, National Databse/computerisation in road transport sector, strengthening of public transport system, setting up of inspection & certification Centres, Model Driving Training Schools, cashless treatment of road accident victims, setting up of transport hubs, creation of National Road Safety and Traffic Management Board.
4.1 Setting up of Model Driving Training School:Thirteen model Driving Training Schools were set up in the country in the Tenth Five Year Plan. During the 11th Five Year Plan, it was proposed to set up ten institutes of Driving & Research (IDTRs). Sanction were accorded by the Ministry for setting up IDTR in Himachal Pradesh, Madhya Pradesh, Rajasthan, Maharashtra, Gujarat, Haryana, Tamil Nadu, Bihar and Tripura.
4.2 National Highway Accident Relief Service Scheme (NHARSS)The Scheme entails providing cranes and ambulances to States/ UTs /NGOs for relief and rescue measures in the aftermath of accidents by way of evacuating road accident victims to nearest medical aid centre and for clearing the accident site. So far, 347 ten ton cranes and 106 small/medium size cranes have been provided under the scheme.
4.2.1 579 ambulances have been sanctioned to States/UTs/NGOs under the scheme. 140 advanced life support ambulances to 140 identified hospitals are to be provided under the Ministry of Health and Family Welfare’s Scheme ‘establishment of an integrated network of Trauma Centres’ along the Golden Quadrilateral, North-south and East-west corridors of the National Highways by upgrading the trauma care facilities in 140 identified State Government hospitals. 509 ambulances have already been provided to States/UTs/NGOs under the scheme.
4.3 High security Registration Plates (HSRP)The scheme relating to fitment of HSRP in all categories of motor vehicles was introduced in 2001. The matter relating to HSRP has been under consideration of Hon’ble Supreme Court and various High Courts. The Supreme Court gave fresh directions for implementation of HSRP in a time-bound manner. The scheme is now being implemented by the States/UTs in the light of directions of Hon’ble Supreme Court.
4.3.1This Ministry decided to consider the installation of RFID technology as a separate feature. This Ministry published a Resolution No.H-25011/4/2011-P&P(Toll) Vol.II dated September 28, 2011 notifying the standards and specification for united Electronic Toll collection system across the country for all toll plazas on National Highways.
4.3.24.3.2Separately, MORTH is processing a proposal for fitment of RFID tag in certain categories of vehicles at OEM stage by mandating it under Central Motor Vehicles Rule 1989. A draft notification proposing fitment of RFID tags on certain categories of vehicles has been issued by this Ministry thereby inviting objections / suggestions from the public. Objections / Suggestions received thereon by this Ministry are being duly considered. From time to time, the Apex Court itself kept on reviewing the progress of implementation and setting the target dates for the States in this regard.
New National Permit System for goods vehicles
In order to facilitate long distance inter-State movement of goods vehicles, this Ministry has introduced a new national permit system w.e.f. 8th May 2010. As per the new arrangement national permit can be granted by the home State on payment of Rs.1000/- as home State authorisation fee and Rs. 16,500/- per annum per truck towards consolidated fee authorizing the permit holder to operate throughout the country. As per the new arrangement, the National Permit fee is being collected by the Central Government through State Bank of India and being distributed among States/UTs through RBI. Government has also taken necessary steps to implement the new national permit system electronically through a web portal developed by National informatics Centre (NIC) w.e.f. 15.09.2010. The new national permit system has been developed after detailed consultation with the States.
4.4.1 The new system has been welcomed both by the States and the transporters at large and viewed as a significant step forward in the direction of ensuring seamless movement of vehicles across the country.
4.5 Strengthening of Public Transport System
4.5.1This Ministry has developed a scheme to provide financial assistance to the State/UTs for implementation of IT projects such as introduction of GPS/GSM based vehicle tracking system, computerised reservation system, electronic ticket vending machines etc This Scheme has been made effective from 15.03.2010
4.5.2Under the scheme, Ministry is providing one time central assistance to the extent of 50% of the project cost for IT related projects such as introduction of GPS/GSM based vehicle tracking system, computerised reservation system, electronic ticket vending machines etc. to States/State Road Transport Undertakings (SRTUs) for strengthening their public transport system. The scheme has been made effective from 15.03.2010.and implemented during the year 2010-2011 and 2011-2012.
4.5.34.5.3As per the above scheme, one time central assistance to State/UTs for bringing latest IT related features in their road transport services covering rural/ mofussil areas was processed and central assistance amounting to Rs. 71.405 crore to 14 States covering 16 SRTCs/Organization were sanctioned during 2010-11 and 2011-12.
5.0 Introduction of Information Technology in Road Transport Sector
5.1.1 VAHAN & SARATHI:In order to introduce Information Technology in the Road Transport Sector and to ensure uniformity and inter-operability throughout the country, the Ministry had made provisions in the Central Motor Vehicles Rules, 1989 for issuance of smart card based Driving licence and Registration Certificates. The Ministry developed standardizes software (VAHAN for Registration Certificates and SARATHI for Driving Licences) in consultation with NIC and made it available to all the States free of cost.
5.1.2 VAHAN & SARATHI:The VAHAN and SARTHI covers both back-end automation of R.T.Os and front-end computerisation to enable issuance of documents, such as Driving Licence and Registration Certificates in a smart Card mode. Out of 933 RTOs, 992 RTOs have been computerized. Customization of standard software as per requirements of the State is complete for all 35 States/UTs and the software is running at least at pilot site in each State/UT. 100% connectivity has been achieved in 32 States/UTs and 966 RTOs are connected. Vehicles on the Vahan register crossed the 100 million mark on the 5th November, 2012.
5.2 Creation of National and State Registers of Driving Licences and Registration Certificates:
5.2.1Road Transport Wing in association with NIC is taking up a project for creation of State and National Register of Driving Licence and Registration Certificates as one of the Mission Mode Project under the National e-Governance Programme. The total project cost is Rs. 148 crores. The project aims at computerization of RTOs/STAs and subsequent linking them to the National/State Register(s) of Driving Licences and Registration Certificates. The Project is at an advanced Stage of execution. Out of 997 RTOs, 996 RTOs have been computerized. Customization of standard software as per requirements of the State is complete for all 35 States/UTs and the Software is running at least at pilot site in each State/UT. 100% connectivity has been achieved in 32 States/UTs and 966 RTOs are connected. Vehicles on the Vahan register crossed the 100 million mark on the 5th November, 2012.
5.2.2Once the National and State Registers are in place, data would be available on portal with secured access. This would enable the authorities to provide a number of online services to the public as well as to verify the genuineness of Driving Licences, payment of taxes etc. Other stakeholders such as law enforcement agencies, NCRB (National Crime Record Bureau), SCRB (State Crime Record Bureau), Insurance companies, etc. would also be benefited from such electronic database. The Ministry launched National Register and State Registers of Driving Licences and Registration Certificates of motor vehicles on 20.07.2011.
Setting up Model Inspection and Certification Centres for Vehicles
5.3.1Section 59 of Central Motor Vehicles Act, 1988 empowers the Central Government to fix the age of vehicles. The life of transport vehicles and tourist vehicle has been fixed by CMVRs. The life of personal vehicles has not been fixed. Policy decision in this regard has to be taken keeping in view of the socio economic conditions of our country. Generally, the vehicle should be allowed to ply on road as long as it meets safety and emission norms. The safety and emission requirements can be achieved if the vehicles go through a fitness test after regular intervals.
5.3.2In order to have an effective system, for inspection and certification of motor vehicles from safety and emission angles, the Ministry intended to put in place a suitably designed system throughout the country for rigorous inspection of motor vehicles and to remove the defects before they are allowed to ply on road
5.3.35.3.3Accordingly, a model of automated inspection & certification (I&C) Centre was designed and a scheme for setting up of one such Centre in 10 States one each in the States of Andhra Pradesh, Karnataka, Gujarat, Maharashtra, Rajasthan, Himachal Pradesh, Madhya Pradesh, U.P. and Delhi on a pilot basis. These Centres will serve as technical centres for testing the roadworthiness of transport vehicles after evaluation of various identified parameters in a scientific manner. Proposals in respect of Government of Andhra Pradesh, Karnataka, Maharashtra, Gujarat, Rajasthan, Haryana, Himachal Pradesh, Delhi and Madhya Pradesh has been approved. These are under various stages of implementation. The Government of Uttar Pradesh is in the process of identifying a suitable piece of land. In the 12h Plan, the Ministry intends to set up one such automated centre in all the States/UTs who could replicate the model centres in other parts of the States/UTs.
5.4Cashless Treatment for Road Accident Victim
The Ministry envisaged launching a pilot project for ensuring the cashless treatment of victims of road accidents on the highways. The system will ensure the speedy transportation of accident victims to hospitals and also ensure that they are not denied treatment for the want of paying capacity.
5.5 Setting up of Transport Hub
The Government is setting up a transport hub at Railmagra, Rajasthan on a pilot basis so as to create an area dedicated to the development of various commercial activities related to the transport sector. The transport Hub will cater all requirements of the road transport sector at one place e.g. servicing and repair of vehicles; issue/renewal of driving licences; payment of taxes; renewal of driving licences; payment of taxes; renewal of permits; way-side amenities for drivers; eyesight examination of drivers; inspection and refresher training of drivers; facilities for purchase, registration and insurance of vehicles; inspection and certification of vehicles; booking, loading and unloading of freight. Based on experience from this pilot, the facility is to be replicated throughout the country with a view to facilitate transportation activities which are the backbone of the economy.
6.0 Emission Norms for Motor Vehicles
The emission norms for various categories of motor vehicles are progressively tightened by this Ministry. Bharat Stage-IV emission norms have been made effective from 01.04.2010 in respect of 4- wheeled vehicles in 11 mega cities, namely, National Capital Region, Mumbai, Kolkata, Chennai, Hyderabad/ Secunderabad, Ahmedabad, Kanpur, Pune, Agra, Banglore, Surat and w.e.f. 01.06.2010 in Lucknow and Sholapur. Bharat Stage-III emission norms have been made effective from 01.10.2010 in rest of the country. The emission norms for motor vehicles are decided on the basis of the recommendations of the Standing Committee on Emission and guided by the fuel policy of Ministry of Petroleum and Natural Gas.
7.0 Bus Body Code
7.1 As per the present practice, a number of OE (Original Equipment) vehicle manufacturers sell their products in the form of drive away chassis also on which body design/building is done by body builders/fabricators (road side garages) who mostly lack resources and technical knowhow for design and quality. There is no uniformity in body building and there are no norms regarding minimum acceptable level of passenger safety and comfort. The result is that in our country, buses may have cramped designs and passengers may suffer extreme heat, vibration, noise and poor protection in the event of accidents. Combustible materials like wood are also used on a large scale. The code of practice for Bus Body Design and Approvals was notified on 16-09-2005 to remedy this situation. The date of implementation of Bus Body code is to be notified under CMVRs.
7.2 To facilitate implementation of Bus Body Code, revised procedure for accreditation of Bus Body builders has been notified and that would come into force w.e.f. 1.4.2013.
8.0 Council / Committees / Board under Road Transport Sector
8.1 Transport Development Council (TDC)
8.1.1 The Transport Development Council (TDC) is the apex body in the country to advise the Government on issues concerning Road Transport Sector for taking policy decisions. TDC provides a platform for deliberation of complex issues such as inter-state operations of motor vehicles, taxation on motor vehicles etc. to take a decision on mutual consensus. TDC comprises of the Minister-in-
charge of Transport of all States/UTs, Lt. Governors / Chief Commissioners of UTS, Union Ministers for Commerce, Industry, Railways and Member (Transport), Planning Commission. Hon’ble Minister (RT&H) is the Chairman of the Council and Secretary (RT&H) being the Secretary to the Council. As per the convention, TDC is to meet, at least, once in a year.
8.1.2 The last meeting of TDC (34th) was held in February, 2012 at New Delhi. Various important issues including rationalization of motor vehicle taxes and enhancement of national permit annual fee were discussed in that meeting. There was an ‘in principle’ consensus on bringing of floor rate of motor vehicle taxes in respect of two wheelers and cars/LMVs at 6% life time tax using sale price as the base rate with majority of the States which participated in the discussions.
8.1.3 As per the decisions taken in the 34th TDC meeting, an Empowered Group of State Transport Ministries has been constituted to recommend for rationalization of motor vehicle taxes across the country. A committee consisting of officers from Transport Department of various States/UTs has also been constituted to assist the EGoM. The Committee has held various meetings with States/UTs in order to form a consensus on the issue of rationalization of motor vehicle taxes.
8.2 National Road Safety Council (NRSC)
8.2.1 The Motor Vehicles Act, 1988 provides for setting up of National Road Safety Council (NRSC). NRSC deliberates on important issues concerning road safety to frame comprehensive policy and subsequent administration by the States / UTs and all concerned stake holders to improve road safety scenario in the country. The Central Government has constituted the NRSC under the Chairmanship of Hon’ble Minister of Road Transport and Highways. Hon’ble MoS (RT&H) is the Vice-Chairman of the Council. The NRSC comprises of both official and non-official members. The official members are permanent members of the council. Ministers-in-charge of Road Transport of States/UTs, DG police of all States and representatives from the Ministries/Departments such as Home Affairs, Human Resource Development, Railways, Industry, Petroleum & Natural Gas, Environment & Forests, Health & Family Welfare Planning Commission, Secretary (RT&H) and Chairman, NHAI etc. are official members. There are 25 non-official members. The composition of non-official members is revised bi- annually.
8.2.2 As per the deliberations in the 12th meeting of the National Road Safety Council held on 25th March 2011 the Ministry formed five separate working groups on four E’s of Road Safety viz. (i) Education (ii) Enforcement (iii) Engineering (roads as well as vehicles) and (iv) emergency care to deliberate in detail and submit their recommendations on short term and long term measures for immediate implementation so as to curb road accident in the country. NRSC in its 13th meeting held on 29th February 2012, deliberated on the recommendations of all the five working groups. A synthesis report has been uploaded on the Ministry’s website for action by various stakeholders.
8.2.3 Section 215 of the Motor Vehicles Act also provides setting up of State Road Safety Councils and District Road Safety Committees. The Ministry has requested all State Governments/UTs on 18.02.2010 for setting up of State Road Safety Council and District Road Safety Committees and hold regular meetings in this regard. Most of the action for Road Safety lives at the State level where enforcement, traffic engineering, rescue and relief measures have to be directed purposefully towards achieving targeted Road safety goals.
8.2.4 The meeting of the National Road Safety Council (NRSC) was held at New Delhi on 29.02.2012.
8.3 Creation of National Road Safety and Traffic Management Board.
8.3.1 In order to have a dedicated body on road safety and traffic management, this Ministry had introduced a Bill in the Parliament on 04.05.2010 to set up the National Road Safety and Traffic Management Board. As per the Bill, the Board was proposed to be entrusted with the responsibility of recommending standards for design, construction and maintenance of highways, safety standards for motor vehicles, issue guidelines for various aspects concerning road safety, promote capacity building in road safety, streamline data collection and analysis system etc. The Bill also sought to create a National Road Safety and Traffic Management Fund for providing an independent source for the Board to carry out its road safety activities.
8.3.2 The Bill was referred to Parliamentary Standing Committee. The Committee submitted its recommendations on 21.07.2010. The Government examined the recommendations of the Committee and initiated necessary process to incorporate certain amendments in the bill in line with the recommendations of the Committee for consideration of the Parliament.

Duties & Responsibilities of Liaison Officer (vide Annexure to DOP&T’s OM No. 43011/153/2010/Estt.(Reservation) dated 4.1.2013 (copy enclosed as Annexure VI)
The Liaison Officer will handle the Special Reservation Cell at his level and will be especially responsible for:
- Ensuring due compliance by the subordinate appointing authorities with the orders and instructions pertaining to the reservation of vacancies in favour of the Scheduled Castes, the Scheduled Tribes and the persons with disabilities/ the Other Backward Classes and other benefits admissible to them.
- Ensuring timely submission of SC/St/OBC and PWD Reports I and II by each appointment authority in the Ministry/Department concerned and ensuring scrutiny and consolidation of the above reports in respect of all establishments and services in and under the control of the Ministry/Department and sending the consolidated reports in the prescribed Performa to the Department of Personnel & Training.
- The Liaison officers have to endorse the non-availability of an SC/ST/OBC Officer for being associated in the DPC before actually convening the DPC. Therefore, it will be one of the duties of the Liaison Officer to acquaint themselves well in time about the dates of various DPCs which will be held in future. He should have with him a ready list of officer of various levels belonging to SC/ST of a few sister Department/Ministries so that whenever requirement arises, an SC/ST officer of appropriate level consistent with the level of the other members of the DPC and the level of appointment for which a DPC is proposed to be convened, can always be associated as a member. Such a list may be prepared by the Liaison Officers by informally consulting the administrative wing of other Ministries/Departments.
- Ensuring that while making a reference to the Department of Personnel and Training and to the National Commission for Schedules Castes/the National Commission for Schedules Tribes for de-reservation of reserved vacancies, full details in support of the proposal for de-reservation are given.
- Ensuring the extension of necessary assistance to the National Commission for Scheduled Castes and the National Commission for Scheduled Tribes in the investigation of Complaints received by the Commission, in regard to service matters and in the collection of information for their annual reports.

Parliament Questions and replies, Assurances Notifications, Resolutions etc. as also of all letters, Cabinet Notes, Action Taken Note on CAG’s Paras, Minutes of the meetings of Consultative Committee and other Parliamentary Committees, Trade Agreements, Memorandum of Understanding (MOU) with different countries, performance Budget Annual Report Brief of the Audited Accounts and Annual Reports of the lower formations of the Ministry Estimates Committee, Public Accounts Committee, Departmental Magazine and various other documents received from time to time from various Sections of the Ministry.
- To take steps to ensure compliance of Official Languages Act, Rues, Annual Programme issued by the Department of official language etc. in the Ministry.
- To coordinate between Central Hindi Training Institutes, Department of official language and Establishment Sections of the Ministry for training in Hindi language/Hindi Stenography/Hindi Typing of the officers/staff of the Ministry. The trainees, in turn are nominated and relieved by the concerned Establishment Section of the Ministry.
- Organizing meetings of various Committees pertaining to implementation of official language in the Ministry, i.e. Hindi Salaahkaar Samiti, Official language implementation Committee. These Committees review the progress of use of Hindi in the working of the Ministry.
- Organization of Hindi Day/Hindi week/Hindi workshops.
- Bringing out Departmental Magazine (Path Bharti).
- To implement various incentive schemes formulated by the Department of official language.
- To take steps to ensure implementation of Orders issued by Department of Official Language pertaining to purchase of Hindi Books, bilingual mechanical and electronic aids.
- To oversee official language implementation work in the lower formations of the Ministry.
- Annual Inspection of sections/Regional Offices of the Ministry with regard to implementation/progressive use of Hindi.
- To formulate and implement other schemes/programmes to promote official language in the Ministry. One such initiative has been taken in establishing an incentive scheme for original book writing in Hindi, on the subject pertaining to the Ministry.

MAJOR ROAD PROJECTS IN PROGRESS
A. NATIONAL HIGHWAYS DEVELOPMENT PROJECT (NHDP)
The National Highways have a total length of 79,243 km and serve as the arterial network of the country. The development of National Highways is the responsibility of the Government of India. The Government of India has launched major initiatives to upgrade and strengthen National Highways through various phases of National Highways Development Project (NHDP). The project is being implemented in seven phases status of which as on 31.10.2012 as per the table Annexed (Annexure V).
B. There are also Ongoing Special; Projects/Programmes for specific areas like Special Programme for North East and Left Wing Extremism Affected areas as follows:-
(i)IMPROVEMENT OF ROAD CONNECTIVITY (NATIONAL HIGHWAYS AND STATE ROADS) IN LEFT WING EXTREMISM (LWE) AFFECTED AREAS
- CCEA approved the Road Requirement Plan (RRP) on 26.02.2009 for improvement of road connectivity in Left Wing Extremism (LWE) affected areas of 34 Districts in 8 States. Original RRP envisages development of 1202 km National Highways and 4363 km Stated Roads (total 5565 km) to 2 lane at a cost of Rs.7300 crore.
- 8 Stated namely Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa and Uttar Pradesh are involved in the programme.
- CCS approved the proposal for inclusion of additional works for 742.50 km length costing Rs.950 crore against savings in RRP on 20.06.2010.
- RRP now include 5477 km length(1126 km NHs & 4351 km State Roads)
- 207 proposals covering 5477 km length and costing Rs. 7300 crore have been taken up.
(ii)SPECIAL PROGRAMME FOR NORTH EAST
- Phase A and Arunachal Pradesh Package of Roads and Highways of Special Accelerated Road Development Programme in NE Region (SARDP-NE) covering 6418 km at R.33,472 crores has been taken up.
- Preparation of DPR of 3723 km to be covered in the Phase B of SARDP-NE has been approved.

Left Wing Extremism Affected Areas (LWE)**
NHDP Phase IV**
** These are special zones dealing with specific projects and the details of functions are given separately.
Main duties of the above mentioned Section/project Zones are:-
- All projects related to work in their jurisdiction i.e. from conceptualization to completion of projects and handling of all projects related queries. Audit para, Parliament questions, inspection report/PAC references/Consultative Committee items, VIP references, RTI applications etc. pertaining to NHs as well as other roads.
- Regular inspection and monitoring of all ongoing works in their jurisdiction including thrice a year monitoring of projects with their counter parts in the States as per schedule fixed by the Planning and Monitoring Zone and provide all the information related to monitoring of projects to the Planning Zone.
- Feasibility studies of newly declared NHs as per standard TOR in their respective States i.e. appointment of consultants.
- BOT projects for development and maintenance of NHs including all ongoing BOT projects and externally aided projects.
- Development and maintenance of all NHs including Bridges in the States/UTs.
- Sanction of original/revised estimates, flood damages and Special repairs, maintenance and repair for NHs and tenders etc.
- Processing of CCEA/EFC/PIB cases/Arbitration/Court cases.
- Regional Officers, Engineer Liasion Officers reports.
- Execution of license deeds in respect of petrol pumps, water pipelines, cables, etc.
- Matters related to projects entrusted to Border Roads Organization, if any, in respective States.
Project Zone NER- All eight States of North Eastern Region including SARDP, NE.
- Submission of Original & Revised Estimates for different stretches of 2 laning of National Highways, State Highways and other roads in Arunachal Pradesh under Arunachal Pradesh package and sanctioning of the above estimates are to be executed on BOT basis/PWD Arunachal Pradesh and BRO.
- Handling of Parliamentary Matters viz Starred & Unstarred questions, other matters etc.
- VIP references etc.
- Submission and replying to application under Right to Information Act, 2005.
- Supply of information to Planning & Monitoring zone.
Externally Aided Projects(including PIC)
- Policy matters, monitoring and liaison with multilateral agencies relating to all externally aided projects.
- Policy matters relating to contract documents for civil work contracts.
- Matters relating to construction Industry Development Council (CIDC) and National Institute of Construction Management and Research (NICMAR).
- Work relating to Roads under the purview of Border Area Development Project, Integrated Check Post (ICP).
Left Wing Extremism Affected Areas (LWE)
- LWE Section deal with Development of Roads in Left Wing Extremism (LWE) affected areas in the country. The Naxalite affected States are Andhra Pradesh, Bihar, Chattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa and Uttar Pradesh. Main duties of the Section are as below:
- All projects related to work in their jurisdiction i.e. from conceptualisation to completion of projects and handling of all project related queries, Audit paras, parliament Question, inspection report and RTI related applications.
- Sanction original/revised estimates for NHs/State Roads and Tenders etc.
- Processing of CCEA, EFC, SFC cases.
- Regional Officer’s/Engineering Liasion Officer’s Report.
NHDP Phase IV
- Two laning with paved shoulders of Beawar –Gomti Section of NH-8 (Km 58.245-177.00) Non-NHDP project in Rajasthan and subsequent four laning thereof.
- Up gradation/strengthening of about 4500 kms of single/intermediate/two lane National Highways to two lane with paved shoulders NHDP Phase IVA & IV B on BOT(Toll) and BOT(Annuity) basis through State Govts.
- The main works relating to above are as under:-
- Identification of new stretches for NHDP Phase IV.
- Advertisement for tenders.
- Calling and opening of bids for appointment of technical consultants, legal consultants, independent engineers, etc.
- Evaluation of bids/tenders.
- Signing of agreement.
- Signing of MOU with State Govts.
- Payment to news paper agencies and various consultants.
- Examination of estimates and issue of sanction letters.
- Examination of feasibility reports.
- Processing of Land acquisition notifications.
- Processing of Toll notifications.
- Monitoring of progress of projects.
- Parliament Questions/VIP/PMO/Cabinet references and RTI cases.
NOTE:- All Parliament questions related to construction and operation of all Highways and all matters relating to projects after the Award of the Project including VIP references, Parliament questions, Audit paras etc. will be handled by the concerned Project Zone.
- Normal Planning works (Five Year Plan and Annual Plan of Central Sector Roads, Long-term Plans, Working Groups for Five Year Plans) including allocation of funds.
- Policy matters relating to general issues of road development such as resources mobilization and financing and other policy matters except those mentioned in the duties of CE (PIC).
- All matters relating to NH Acts and NH Rules. Agreements between the Central and the State Governments.]
- Matters relating to IRCC.
- Ribbon Development and General legal and constitutional issues affecting all classes of roads.
- Declaration fixing alignment, entrustment and transfer with regard to National Highways to the State Governments, National Highways Authority of India (NHAI) and Border Roads Organisation (BRO).
- Project preparation for four laning including appointment of consultants.
- Misc. work relating to references relating to foreign countries such as agreement, treaties, meeting with foreign Govt/bodies ASIAN HIGHWAYS, SAARC, ESCAP, PIARC, IRC, IABSE, membership with National and international organisations and associations & Road development in foreign countries. (Overall coordination in the Ministry will be with IC Wing)
- All matters including administration grants appointments, meeting nomination/deputation of engineers to trainings, seminars workshops, conferences etc. in India and abroad including JICA (Bilateral with Japan) training and CRRI (except budget). - Formulation of guidelines for various road construction equipment manufactured through the Mechanization Committee of the India Roads Congress.
- Promoting coordination and collaboration between the Ministry and the State Government and non-governmental organizations and institutions as well as the private sector to mobilize mechanical resources for promoting and enhancing the mechanization in the Highways Sector.
- Setting measures (specifications and standards) to follow-up monitor and assess the factors that affect the quantity, quality and safety measures for the road & bridge works in coordination with the relevant stakeholders including Government and public and private sectors and incorporate them into Ministry’s Standards and specifications.
- Evaluation of technical proposals and formulation of specifications of equipments and systems being procured by the Road Transport Division.
- Acting as a technical knowhow dissipation centre. Various inputs for Road Safety equipments.
- Providing inputs to the national Councils for the indigenous growth and import of equipments used in road Sector.
- Use of Central machines for the purpose of Disaster Management.
- Inspection of contractor’s plant and machinery by a technical committee, to assess their fitness for its utilization for the construction of highways.
- Revision of Hire charges for machines being used by the contractors for construction of work.
- Monitoring of performance and utilization of new technological equipments supplied to the State PWD’s. For the inspection of Bridges, Mobile Bridge Inspection Unit has been procured and supplied to the States and currently the utilization and performance is being monitored. To prevent overloading of national highways, Ministry has procured weigh-in Motion cum automatic Traffic counter cum Classifier on all pilot basis and currently co-coordinating with the State and firms for their installation.

- The central machines which have completed their useful life, are not in good condition and undertaking repairs on the machine shall not be economical, are being downgraded and condemned as per Ministry’s circular. The machines which are old/surplus/obsolete are also disposed off as per Ministry’s circular.
- Processing of custom/Excise exemption certificates for externally aided projects of World Bank and ADB.
- Processing of custom Exemption certificates in respect of two items out of 21 goods specified in the custom notification, required for the construction of roads.
- Acting as a representative of the Ministry for matters relating to the central machines like inspection, maintenance, monitoring its performance, condemnation of machines, watching the recovery of hire charges, maintaining/updating inventory etc.

- Issue of Form 16 to private firms whom income tax is deducted by W&A section from their bills.
- Maintenance of Expenditure Control Register for the Heads of Accounts for which bills are prepared by W&A Section and presented to PAO(NH).
- Inter-account Transfer of funds provided under the schemes of Permanent Bridge Fee Fund and Central Fund to different Functional Heads of Accounts so as to enable their utilization during a particular year.

Functions and Activities of Transport Research Wing
Transport Research Wing (TRW) was established in 1963. TRW is involved in collection, compilation dissemination and analysis of data on Roads, Road Transport, Road Accidents, cargo traffic through waterborne transport mode, shipping, Ship Building and Ship Repairing and inland Water Transport i.e. subjects which pertains to the Ministry of Shipping and Ministry of Road Transport & Highways. Besides it is responsible for rendering necessary research and data support to the various wings of the Ministry of Shipping and Ministry of Road Transport and Highways for policy planning in transport sector.
Road and Road Transport Sectors
Transport Research Wing collects data on the road and road transport sectors including road accidents from nearly 280 source agencies spread across States and Union Territories (UTs).
Road Sector: This involves collection of data on type and road length from a large number of source agencies. Some of the important source agencies include National Highways Authority of India. State department of Urban Development/Municipalities. Military Engineering Services Head Quarters, Regional heads of Railway zones; Major port Trusts; State Maritime Boards; State Departments of Forests; State irrigation Departments, State Electricity Boards, Sugarcane Authorities; Coal PSUs; steel Authority of India; State department of Panchayats/Rural Development Department of Rural Development (Government of India).
Road Transport: This involves collection compilation and analysis of data on motor vehicles, structure and rates of motor vehicle taxes from various source agencies spread across States and Union Territories (UTs). The information is being collected from State Transport Commissioners Office/State Transport Department; State departments of Finance (for passenger Tax/Goods Tax); Planning Commission (for plan outlays and expenditure); Society for India Automobile Manufacturers (SIAM); Director General/Inspector General of Police of States/UTs and Superintendent of Police of major cities (for data on road accidents); Besides data is collected on physical and financial performance from 47 State Road Transport Undertakings. The data is disseminated to the users through the following publications:
- Basic Road Statistics of India (Annual) – It contains State wise data on road length for various category of Road-National Highways, State Highways, other PWD roads, urban roads, rural roads and project roads giving details of type of surface and width/laning of such roads, wherever available.
- Road Transport Year Book earlier known as Motor Transport Statistics of India (Annual)- It is the primary source of information/data on number of registered motor vehicles, applicable rates of motor Vehicles taxes – passenger and goods transport revenue realized from Motor Vehicles Tax, fines commercial vehicle fees, physical and financial performance of State Road Transport Undertaking (SRTUs), road accidents, national permits for goods vehicles drivers and conductors licences issued State wise and at a disaggregated level; plan outlays and expenditure on the road transport sector annual production and sales of motor vehicles.
- Review of physical and Financial Performance of State Road Transport Undertaking- (Quarter and Annual) – This publication provides information on both physical and financial performance of individual SRTUs in terms of various financial, operational and productivity parameters like net profit/loss, revenue per km/ cost per km, break-up of operating and non-operating costs, fuel efficiency staff productivity, vehicle productivity, staff-bus ratio, fleet utilization ratio etc.
- Road Accidents in India (Annual) – it contains State-wise and select city-wise data on various facets of road accidents in India including number of fatal accidents, number of persons killed and injured, major causes of road accidents in India, international comparison of road traffic injuries and deaths road safety initiatives of Government of India.
Committee/sub-committee set up by the M/o Road Transport & Highways TRW is closely involved with important policy matters in the road transport sector. A Sub- Committee under Adviser (TR) was set up by the Ministry of Road Transport & Highways to formulate draft Rules under the Carriage by Road Act 2007. The Sub-Committee was serviced by TRW, framing minutes of various meetings; officers of TRW were involved in deliberation and discussions with the Stake holders. The Report of the Sub-Committee under the Chairmanship Adviser (TR) to frame Rules under Carriage by Road Act, 2007 was submitted in October 2008. TRW was actively involved in work related to streaming the National Permit system in the country under the Committee/Core Group set up respectively under Secretary (RT&H) and Principal Secretary (Transport), Government of Uttar Pradesh. Carriage by Road Rules have since been framed. National Permit System is also being implemented.
Other Major Activities of Transport Research wing;-
- Preparation of technical and analytical papers/notes, as and when required for the use of the Ministry of Road Transport & Highways in various expert Committees and Commissions.
- Assist in selection of research studies, funded by the Ministry of Road Transport & Highways, providing analysis and feedback on the reports of assigned studies.
- Coordination and supply of data to Central Statistical Organisation(CSO) and other Central/State Government organisations in respect of Road and Road Transport Sectors.
- TRW is also actively involved in various Working Groups/Sub-Groups constituted by the Planning Commission in respect of Five Year Plans, National Transport Development Policy Committee, etc.
