GUIDELINES FOR GRANT OF FINANCIAL ASSISTANCE
FOR ADMINISTERING ROAD SAFETY PROGRAMMES
1. Organisations eligible for assistance :- Any voluntary organisation registered under the Registration of Societies Act, 1860 or under Societies Registration Act of concerned State or UT /autonomous body/educational institution engaged in research activity or field programmes relating to Road Safety for a period of at least two years, can apply for grant-in-aid for undertaking road safety activities.
2. How to make the proposal :- The Application is to be made in the prescribed proforma by the Head of the Organisation, along with following documents:
i) Evidence in support of registration of the Orgnisation under the Registration of Societies Act, 1860 or under Societies Registration Act of concerned State/UT.
ii) Memorandum & Articles of Association;
iii) List of members of the managing/executive committee;
iv) Audited statements of accounts for last 3 years (in the case of NGOs);
v) Annual report or other documents indicating details of the activities of the organisation, especially in relation to Road Safety Programmes;
vi) Details of the proposal indicating the objectives, details of activity proposed with time schedule, total financial implications, and the quantum of assistance sought under this scheme; and
vii) The details of assistance received or likely to be available from other sources including Central Government/State Governments, local authorities or self contribution.
3. Whom to submit the proposal :- All applications, in duplicate, are to be addressed to Secretary, Department of Road Transport & Highways, indicating "Proposal for grant-in-aid for administering Road Safety Programmes" and be sent to the Under Secretary (Road Safety), Department of Road Transport & Highways, Transport Bhawan, 1, Parliament Street, New Delhi-110001 through the concerned state Transport Commissioner/Secretary
4. Amount of assistance :- The total amount of assistance for any project shall not exceed Rs. five lakhs.
5. Schemes/programmes eligible for assistance :- An illustrative list of activities is as under:-
i) Raising road safety consciousness among the road users;
ii) Publicity Campaigns on road safety;
iii) Providing training to drivers and medical aid to the victims of road accidents;
iv) Organising training programmes for special target groups like drivers of heavy vehicles/goods vehicles, etc;
v) Research and Development of traffic control methods, design of vehicles and roads, etc;
vi) Sponsoring / financing of publication of popular literature on road safety;
vii) Organising quiz competition, Essay competition, painting competition, for school/college students
viii) Cultural activities promoting road safety such as puppet shows, plays etc.
ix) Organsising seminars in subjects like Don’t over-speed, Don’t drink & Drive , follow lane discipline, be alert on road.
(This list is illustrative and an individual organisation is free to submit suitable proposals keeping in view the essential objective of improving Road Safety in India).
6. Other Terms & Conditions:-
i) The proposal are to be submitted to the State Transport Commissioner through the District Collector / District Magistrate / Superintendent of Police. Application submitted directly to this Ministry will not be considered at all.
ii) The grant will be released in three stages - 50% in advance after the project / scheme is sanctioned; 25% after completion of the programme and submission of documentary proof with photographs etc. alongwith the Utilisation Certificate as well as Audited Accounts Statement duly certified by the Chartered Accountant along with copies of the receipts / vouchers, duly audited by the Auditors of the concerned organization and the balance 25% after the receipt of Final Action Taken Report from the concerned State Transport Authority who had recommended grant.
iii) The Utilisation Certificate along with vouchers will be submitted within one month from the completion of the programme.
iv) A detailed specific time-frame will have to be drawn up, for organsing programmes in consultation with the concerned State Transport / Police Deptts. and intimated to the Government so that, if necessary, an official from the State/Central Government or any other representative could be deputed for participating / witnessing the programmes.
v) The organisation will have to ensure involvement of local Civil Admn. / State Transport / Police Deptts. in such programmes.
vi) At the venue of the programmes organised, necessary banners/boards will be displayed / erected, indicating that the programmes are being sponsored by the Department of Road Transport & Highways, Government of India. At all such points, the Logo of Road Safety will have be displayed.
vii) Due publicity will have to be given in the Press and other possible media before and after organising the programmes.
viii) Literature, if any, produced or the medals etc., if any given, will carry the Emblem of the Government of India as well as Road Safety Logo.
ix) Detailed break-up of the estimated cost will be intimated by the Organisation while conveying the consent to the terms and conditions.
x) The Government will have the right to direct for making any changes in the programmes or in the estimated cost.
xi) Photographs of the programmes organised as well as copies of Literature or other publicity materials prepared will be sent to the Government.
xii) No part of the grant will be utilised for meeting administrative / establishment expenditure of voluntary organisation.
xiii) Organisations who are selected for undertaking road safety programmes will have to execute a bond before release of first instalment of grants-in-aid.
xiv) In the event of violation of any of the terms and conditions of sanction, the voluntary organisation will have to refund to the Government on demand the entire amount of sanction or such part thereof along with penal interest at the rate of 10% per annum from the date of receipt of such amount up to the date of refund to the Government.
xv) The contribution by the voluntary organisation to the scheme would be decided on a case by case basis.
xvi) Government may lay down any other condition prior to release of the grant.
