GUIDELINES FOR GRANT OF FINANCIAL ASSISTANCE
FOR ADMINISTERING TWO DAYS REFRESHER TRAINING TO HEAVY MOTOR VEHICLES DRIVERS IN UNORGANIZED SECTOR
1. Organisations eligible for assistance:- Any voluntary organization registered under the Registration of Societies Act, 1860 or under Societies Registration Act of concerned State Government/autonomous body/educational institutions engaged in research activity relating to Road Safety for a period of at least two years, having facilities viz. infrastructure, vehicles Instructors etc. State Govts may satisfy themselves that they have adequate infrastructure, teaching aid equipments before recommending their proposal to this Ministry. However, in certain cases, if the NGOs want to undertake the training programme in association with institutions having infrastructure may also be considered.
2. How to make the proposal:- The application is to be made in duplicate, in the prescribed proforma by the Head of the Organization, along with following documents:
i) Evidence in support of registration of the Organization under the Registration of Societies Act, 1860 or under Societies Registration Act of concerned State Government.
ii) Memorandum & Articles of Association;
iii) List of members of the managing/executive committee;
iv) Audited statements of accounts for last 3 years (in the case of NGOs);
v) Annual report or other documents indicating details of the activities of the organization, especially in relation to Road Safety Programmes;
vi) Details of the proposal indicating the objectives, details of activity proposed with time schedule, total financial implications, and the quantum of assistance sought under this scheme; and
vii) The details of assistance received or likely to be available from other sources including Central Government/State Governments, local authorities or self contribution.
viii) Number of such course conducted in the past since inception and drivers trained so far.
3. Whom to submit the proposal:- All applications, in prescribed proforma as per Annexure-I in duplicate, are to be addressed to Secretary, Ministry of Shipping, Road Transport & Highways, Deptt. of Road Transport & Highways indicating “Proposals for grant-in-aid for Refresher Training to HMV Drivers ” and be sent to the Under Secretary (Road Safety), Ministry of Road Transport & Highways, Transport Bhawan, 1, Parliament Street, New Delhi-110001 through the concerned state Transport Commissioner/Secretary(Transport).
4. Amount of assistance:- The copy of the scheme containing the syllabus, estimates of expenditure on item-wise and total amount of assistance for any project shall be based on the No. of Drivers to be trained by the Institute on the basis of Budget provided under the scheme as per Annexure-II.
5. Other Terms & Conditions:-
(i) The organization will have to execute a Bond (on Rs. 10/- non Judicial stamp paper) in the enclosed form and submit it to this Ministry immediately on receipt of this sanction.
(ii) A detailed specific time-frame will have to be drawn up for organizing programmes in consultation with the concerned State Transport / Police Deptts. and intimate to the Government so that, if necessary, an official from the Government could be deputed for participating / witnessing the programmes and submit to this Ministry for approval within 30 days of issue of the sanction letter, failing which the sanction is liable to be cancelled.
(iii) The grant will be released in three stages - 50% in advance after the project / scheme is sanctioned; 25% after completion of the programme and submission of documentary proof with photographs etc. alongwith the Utilisation Certificate as well as Audited Accounts Statement duly certified by the Chartered Accountant along with copies of the receipts / vouchers, duly audited by the Auditors of the concerned organization and the balance 25% after the receipt of Final Action Taken Report from the concerned State Transport Authority who had recommended grant. The first instalment of grant-in-aid will be released only on execution of a Bond and submission of detailed action programme as per S.No.(i) & (ii) above.
(iv) The programmes will be organized only after getting clearance of item 2 from the Government and due information should be given to the Government for starting of programmes before more than 15 days of starting. For any programme undertaken before approval of action plan, the organization will be solely responsible and no grant will be provided.
(v) Due publicity will have to be given in the Press and other possible media before staring the programmes and after organizing the programmes with information to this Ministry.
(vi) Literature, if any, produced or the medals etc., if any given, will carry the Emblem of the Government of India as well as Road Safety Logo. Photographs of the programmes organized as well as copies of literature or other publicity materials prepared shall be sent to the Government.
(vii) Necessary banners, boards will be displayed at the venue of the programme indicating that the programmes are being organized on behalf of the Government of India, Ministry of Shipping, Road Transport & Highways, Deptt. of Road Transport & Highways New Delhi. At all such venues, the name of Ministry and Road Safety Logo will be permanently displayed on boards, notices and publicity materials.
(viii) The training course will be in batches of minimum 25 drivers and maximum 50 drivers for each batch at a time.
(ix) During the above period NGO/Institution will impart refresher training to Heavy Motor Vehicle Drivers in Un-organized Sector.
(x) The Government may depute officers from the Ministry for participation in the main function and its invitation will have to be sent to the Government at least 15 days in advance.
(xi) The Progress Report will be submitted from time to time and the final action taken report will be submitted duly certified by Transport Secretary/ Commissioner State Government concerned soon after completion of the programme. This condition may be exempted in certain exceptional cases where Institutions are directly associated with the Ministry and necessary supervision is exercised directly.
(xii) All the activities will be completed by NGO in the schedule time failing which the interest accrued on the released amount for the extended period at the rate of 10% per annum shall have to be refund to the Government.
(xiii) Efforts will have to be made to effect austerity in the expenditure and in case of lesser expenditure; the balance will be refunded soon after completion of the programme.
(xiv) This sanction is subject to Rule 212. (1) of General Financial Rules, 2005.
(xv) The account of grantee institution shall be open to inspection by the sanctioning authority/audit whenever the institution is called upon to do so.
(xvi) The sanctioning Authority/Audit can scrutinize the procedure by which the Sanctioning Authority would satisfy itself as to the fulfillment of the conditions subject to which such grants will given and shall, for this purpose, have right of access to the books and accounts of the grantee Institutions.
(xvi) In the cases where audit is not done by the Central Government, the grantee Institution shall gets its account audited from the Chartered Accountant.
(xvii) The grantee Institutions irrespective of amount involved, will be required to maintain subsidiary accounts of the grants received and furnish to Account Officer a set of audited statements of Account .
(xviii) Certificate of actual utilization of grants received will be submitted in Form GFR-19-A( A copy enclosed ). No fresh grant will be sanctioned till the accounts of all the previous grants are settled and Utilisation Certificate submitted in GFR-19-A form duly certified by a registered Chartered Accountant.
(xix) In the event of violation of any of the terms and conditions of Sanction, the voluntary organization will have to refund to the Government on demand the entire amount of sanction or such part thereof along with interest @ 10% per annum thereon as per GFR 209.(6)(IX) from the date of receipt of such amount upto the date of refund to the Government.
(xx) No part of the grant will be utilized for meeting administrative / establishment expenditure of voluntary organization.
(xxi) The contribution by the voluntary organization to the scheme would be decided on a case to case basis.
(xxii) Government may lay down any other condition prior to release of the grant. The Government shall have the right to direct for making any changes in the
Programmes or in the estimated cost.
(xxiii) The applications are to be submitted to the State Transport Commissioner through the District Collector / District Magistrate / Superintendent of Police. Application submitted direct to the Ministry will not be considered.

SCHEME OF REFRESHER TRAINING COURSE OF DRIVERS OF HMV IN UN-ORGANISED SECTOR
The programme will be sponsored by the Ministry of Shipping, Road Transport & Highways, Government of India. The operating cost for the Programme will be borne by the Central Government. The venue, including furniture and public address system or other teaching aid equipments will be arranged by the Voluntary Organisation/Institution/Government Recognized Welfare Association, etc.
1. TARGET GROUP
The programme is intended to cover the target group of Heavy Vehicles drivers who account for more than 80% of the road accidents in the country i.e. drivers of trucks, buses and other heavy vehicles.
2. PURPOSE
The purpose of the programme will be :-
(a) To educate/motivate the target group of drivers to inculcate safe driving habits;
(b) Acquaint the group participants with the rules of the road, understand and follow the road signs and signals, road markings as well as rules and other provisions of law scrupulously;
(c) Keep the vehicle in a road worthy condition, specially the critical parts of the vehicle namely brake system, steering system, electric system tyres, etc.
(d) And other precautionary measures.
3. ARRANGEMENTS OF THE PROGRAMME
Necessary sitting arrangement to accommodate, at least 25 persons but not exceeding 50 persons (in one batch) will be made by the Voluntary Organization/Institution. The programme will consist of Refresher Driving Training Course for a period of 2 days including medical check-up. The Organization/Institutional/Association may make a combined programme Driving
Training and Medical Check-up. Under the medical check-up programme, the drivers will be subjected to complete check-up, including eye-test, B.P. and blood test and they will be made known about the deficiency, if any, so that necessary remedial measures could be adopted by them, such as wearing of glasses or adoption of proper diet etc.
As far as possible all the drivers, who are employed in un-organized sector should be got sponsored from their employers and in the case of self-employed drivers, they should be motivated to attend the Course in their own interest as well as for the safety of other road users.
The Refresher Training Course will be conducted by a team, preferably three or at least two qualified trainers, one of the whom should have practical experience of driving the heavy transport vehicle and be an automobile engineer. The course contents/Budget are as provided in the Schedule-II. On the medical check-up day, the participants will be taught first-aid and how to save road victims.
The medium of instructions will be in the mother-tongue of the Group. The Group may be provided necessary tea-break and working lunch.
At the beginning of the course, an evaluation of weak areas of drivers will be made through objective feet and those areas shall be emphasized and reinforced during the training programme.
At the end of the programme, the participants will be subjected to Objective Type Written Question Paper on the basis of above syllabus as provided in the Motor Vehicle Rules. They will also be given Evaluation Sheet where suggestions/comments as well as the extent of the purpose of the programme achieved, could be indicated. Necessary arrangement for publicity and calling drivers for it will be made by the Voluntary Organizations themselves.

The scheme is to be run as two full days programmes, with a break for lunch and tea, etc. to be provided by the institution.
3. Frequency :
The course will be run twice a week or more as convenient. Days may be as per convenience of the Transport Companies and organization imparting training.
4. Course Syllabus :
The programme for the course should broadly cover the following subjects:
a) Essential qualities of a good driver;
b) Causes of accidents and their remedies;
c) Traffic Control Measures – Knowledge of Road Signs, Traffic Rules, Lane Discipline, Overtaking, Parking, etc.
d) Reaction test using Simulator / Reflexes Testing System;
e) Quiz test – to assess the percentage of assimilation;
f) Film shows on defensive driving and other road safety aspects.
5. Medical Test :
Brief medical eye-test to test distant vision, colour blindness and other eye disease and Blood test.
6. Incentive :
(i) Monetary – each drier undergoing the refresher training should be issued with a personal accident insurance cover worth Rupees One lakh valid for one year.
(ii) A cash incentive of Rupees One hundred and fifty should be given to each driver for attending the course.
7. Award of Certificate :
A suitable certificate for attending the course should be issued to each driver after completion of the training programmes as per Appendix-I
8. Expenditure for Holding the Course :
(a) Cost of banners, course material and certificates : Rs. 220/-
class-room practical facilities, hiring / maintenance
of audio-video equipments, honoraium for lecturers
for meeting local traveling expanses and photographs, etc.
(b) Insurance Premium @ Rs.1 lakh p.a. per driver : Rs.60/-
(c) Medical check up, Eye-Testing, Blood Group : Rs.70/-
(d) Incentive per driver for 2 days : Rs.150/-
(e) Expenses per driver for lunch and tea for 2 days : Rs.200/-
(f) Test check of drivers on road : Rs. 10/-
