SCHEME OF NATIONAL AWARDS FOR THE
BEST WORK DONE IN A YEAR IN THE
CAUSE OF ROAD SAFETY
Road Safety is emerging as a major social concern in the country. Deaths on road having gone up to around 84000 for the year 2002, the total economic loss to society on account of road accidents is estimated at over Rs.55,000 crores per annum.
2. A number of steps have been/are being taken by the Ministry to spread road safety culture in the country. These include road safety training, education and driving instructions, motivation to improve driving behaviour, traffic regulations, measures to deal with traffic offences and improvement of both active and passive vehicle safety. Road Safety Cell of the Ministry has also been working closely to strengthen institutions/organizations, both. Government/ Non Governmental Organizations (NGOs) contributing to promotion of Road Safety culture and awareness. The scheme for awarding individuals/organizations making outstanding contribution in the field aims at recognizing/encouraging efforts made by individual/organizations.
3. The scheme envisages separate awards to (i) individuals who have done the best work in the cause of road safety especially in propagating road safety measures and (ii) institutions/organizations that have done similar work in the areas of road safety for the year.
4. The award for the individual shall consist of :-
(i) A cash prize of Rs.50,000/-
(ii) A Certificate
(iii) A Trophy
and runner-up will be awarded with cash prize of Rs. 15,000/- alongwith Certificate.
5. The award for the institution/NGO shall consist :-
(i) A cash prize of Rs.1,00,000/-
(ii) A Certicate
(iii) A Trophy
6. Initial short listing will be made from amongst individual and institution in a State/Union Territory by each State/UT. The composition of this committee or any other mechanism will be decided the State Government/Union Territory Administration. They may take into consideration the pattern of composition of the Central Selection Committee.
7. The State/UT will screen and recommend their nominees in terms of the guidelines/instructions issued in this regard from time to time. They shall send a detailed recommendation in respect of their nominee clearly bringing out the work done by the nominee and the contribution made in tangible/measurable terms.
8. Final selection will be made by a Central Committee consisting of the following persons:-

(iii) Executive Director, Association of State Road - Member Transport Undertakings, New Delhi
(iv) Director, Central Institute of Road Transport, Pune - Member
(v) Chief Engineer(R)(S&R) M/o R&TH - Member
(vi) Adviser (TR), M/o Road Transport & Highways - Member
(vii) Joint Secretary (Transport) - Member Secretary M/o Road Transport & Highways
9. The State Government/Union Territory Administration will forward its specific recommendations for each application to Ministry of Road Transport & Highways by 31st August every year. Particulars of the recommended institutions should be furnished in the proforma given as Annexure-‘A’ and those of the individuals in proforma given as Annexure ‘B’.
10. The Central Committee may, at its discretion, also consider individuals and institutions other than those recommended by a State Government/Union Territory Administration for the award.
11. Institutions recommended should have been in the field of Road Safetyfor some years and should have, to their record, a good performance in the field. The branches of institutions working independently will also qualify for selection for the award. The selection will be made solely on the basis of quality of performance and the number of persons served by the institution.
For individuals
12. The individuals to be selected for the award should have done appreciable service in propagating Road Safety Measures for some years. The sole basis of selection will be quality of work performed by the individual for the cause of Road Safety.
13. The awards will be given away on a date, time and venue to be decided by Government of India.
14. The awards may be received personally by the selected individuals and representatives of the institutions on behalf of the institutions selected for awards. The outstation winner will be provided to and fro Rail fare and Dearness Allowances as admissible to Class –I Officer of the Government of India as per extant rule.
